First of all, countries as entities need to guarantee their future, their functionality, their ability to survive. Therefore, if they want to subsist they should provide free education to their children. Because children are going to make decisions in the future. So, highly educated children would become highly educated adults that could execute the best decisions.
Second, education is related to success. Compare the most advanced educative systems in the world with the ones that don't support them. South Korea, Singapur, Finland, The Netherlands. Those countries have provided free education for their citizens and have achieved success by doing it. No more than fifty years ago south Korea and Singapur were countries in development. They are now important economic powers.
Third, free education is the solution to all the problems. Let's think about starvation, poverty, and poor technological conditions. They all can be solved by developing plans, strategies, ideas, and ideological revolution. Therefore, free education has to be a must for every country to ensure a solution to their problems.

As of right now, according to Oregon’s Law ‘...anyone under the age of 16 operating an ATV on public lands is to be supervised by an adult over the age of 18…Youth under the age of 16 are required to have on-line safety training and hands-on rider training.’ While Federal laws state ‘...to be at least 12 years of age to operate an ATV on state land.’
When you look at the rates, it shows the only ⅓ of the fatalities are riders who are 16 and under. That leaves the other ⅔ to be LEGAL adults. Meaning in places like Oregon who have less riders than states such as Idaho should minimize the legal age down to at least 14. That way both sides would still get what they want. Oregon will have the age higher than Federal laws and Federal will have it lower than what Oregon wants it to be.
I do believe that they should nullify this law because quite a bit of Oregon doesn’t ride so the fatality rate would stay down. I am bringing up the fatalities because that is the only reason that Oregon's Law still is to be 16 and older. It would be a little different if the ⅔ was younger riders. I do believe that states should be able nullify certain laws. Many laws vary depending on the person. But people vary from state to state. So each state is different and needs different laws.
